OUR HISTORY

OUR MISSION

OUR MEMBERSHIP

Our history started in 1994 with the creation of the Bergen-Passaic Association; from there the South Jersey Association and Ocean-Monmouth Association were started. In 1997 the Northwest Jersey Association and the Union Association started, with that the executive officers of each association started to meet as a group and so the New Jersey Association of Technical Assistants was established, following quickly was the Central Jersey Association and the Northern New Jersey Association which had joined us during the spring/summer of 2005 bringing us to a total of seven (7) local associations in addition to our state association. During the economic downturn many towns consolidated and reduced hours. This had the biggest effect on the Northern New Jersey Association which after trying for several years to stay together finally dissolved. Their members that were left joined neighboring associations. So today we we stand at six (6) local associations and our State Association. We roughly have 180 members in total.
This association is organized to promote and encourage the exchange of information,education, responsibilities and professionalism of the Technical Assistant to the Construction Official.

OUR GOAL

One of our goals is to utilize some of the many benefits available to us as an ICC Chapter. Some of those advantages include having a Staff Liaison to assist us in communication with ICC Staff and the Board of Directors, encourage Chapter support and participation at all levels, attend our meetings, etc. 
Our membership is open to all Technical Assistants and/or Control Persons to the Construction Official. Your membership is paid through your dues if you belong to one of the local associations.

2026 Technical Assistant Salary Survey Report
Prepared for the NJATA Board
Executive Summary

The 2026 Technical Assistant Salary Survey received 21 responses, representing approximately 10% of the association's membership. Because of the relatively low response rate, the results should be viewed as informational rather than statistically representative of all Technical Assistants throughout New Jersey.

Even with this limitation, the survey provides useful benchmarking data and identifies several trends that can help guide future salary discussions and advocacy efforts.

Survey Limitations
The Board should consider the following when reviewing these results:
  • Only 10% of the membership participated.
  • Results may not accurately reflect statewide salaries.
  • Higher-paid or more engaged members may have been more likely to respond.
  • Municipal size, workload, cost of living, and union status were not controlled for.
Recommendation: Continue conducting the survey annually and work toward a response rate of at least 40–50% for stronger benchmarking data.

Respondent Profile
Among the 21 respondents:
  • 100% work full-time
  • 100% are Certified/Licensed Technical Assistants
  • Respondents represent municipalities from multiple counties throughout New Jersey.
This indicates the survey largely reflects experienced, certified, full-time professionals.

Experience
Respondents generally represent experienced professionals.
Many respondents reported:
  • More than 10 years in a Building Department
  • Several years with their current municipality
This suggests the survey reflects established professionals rather than entry-level employees.

Workload
Respondents reported a wide range of permit volumes, indicating that Technical Assistants often perform substantially different workloads depending on municipality size.
Because permit volume categories were broad, the survey cannot establish a direct relationship between workload and compensation, although it is likely one contributing factor.

Key Observations
Positive Findings
  • Certified Technical Assistants are earning competitive wages in many municipalities.
  • The median and average wages are very close, indicating no extreme salary skew.
Areas of Concern
  • Large salary variation exists statewide.
  • Some certified Technical Assistants earn substantially below the survey average.
  • Limited participation makes statewide conclusions difficult.

Recommendations
1. Increase Survey Participation
This should be the Board's highest priority.
Possible strategies:
  • Promote the survey through email and social media.
  • Keep the survey open longer.
  • Send reminder emails.
  • Consider offering a participation incentive.

2. Continue Annual Salary Tracking
Conduct the survey every year using consistent questions to identify:
  • Salary growth
  • Regional trends
  • Changes in staffing
  • Workforce retention

3. Expand Future Survey Questions
Consider adding:
  • Annual salary
  • Union/non-union status
  • Population served
  • Number of inspectors supported
  • Number of departments supported
  • Education level
  • Benefits (health, pension, longevity, vacation)
  • Remote work availability
  • Overtime eligibility
These factors would allow more meaningful comparisons.

4. Use Results for Advocacy
Although the sample size is limited, the survey can still support:
  • Discussions with municipalities
  • Recruitment efforts
  • Retention initiatives
  • Demonstrating the value of certified Technical Assistants
The Board should emphasize that these results are preliminary benchmarks, not statewide salary standards.

Conclusion
The 2026 Salary Survey provides a useful snapshot of compensation among responding Technical Assistants:
  • 21 responses (approximately 10% of membership)
  • Average hourly wage: $37.21
  • Median hourly wage: $37.00

2025 ICC Annual Conference and Code Hearings
October 2025 - Several members from NJATA traveled to Cleveland, OH for the annual International Code Conference and Code Hearings. Dawn Neil, Bernards Township, Anna Maria Cappelleri, Monroe Township and Vanessa Rodriguez, Jersey City all attended. They kicked off the Conference participating in the 11th Annual WICED/PTN/ICC Day of Service where they volunteered at Ronald McDonald House Cleveland & Akron and the Fisher House of Greater Cleveland.
